Only 3 inches?
First thing I see is a ball and socket joint. The rounded bone in the lower right. Those are usually associated with joints of great movement such as those that meet at the shoulder-humerus or the hip-femur however..... the part jutting off from the ball and socket in the upper right is usually..... shorter than the ball and socket part itself! To me it appears more hind leg than front but...... I also see, what appears to be a bone spur jutting out from the long middle section which usually runs fairly straight as far as what bones I've ever viewed so this one, really has me stumped. I also see you are from TX and I from Mi soooo that may be why I'm just not recognizing it. For all I know it could be a teeny tiny leeeezard leg. Sorry but I gave it my.... best shot. It would be very interesting to know what it is if you ever find out.
