Possibly a muskrat? Any undermining or tunnel collapses in the area?

Couple of days ago I watched a program where a man raised a litter of baby otters. I couldn't help repeating.... Ohhh they're soooo cute! Soooo cute! What sweeties... just look at those beautiful beautiful beady black eyes. Such charmers! Oh my heart
