I know Germany has ordered cats to be kept indoors and dogs on leashes quite a few times. The UN supported cats indoors but few countries followed suit and the US certainly didn't. I think the problem is what happened AFTER pet owners were told to keep them inside was that some did the exact opposite and started dumping them in the streets or taking them for that proverbial ride in the country to be dumped. Not good... not good at all. That created an even more dangerous situation... dumped cats and dogs could carry a virus from one place to another and noone would be the wiser until... it was too late. Reality check... some cats and dogs in other countries tested positive for bird flu but they were asymptomatic... as is no visible signs of disease... which means they could spread it to other animals... and humans without ever getting sick themselves.
