Default Tall meadow grass with brush like end

In this picture, seen in Silver Springs State Park, Northern Illinois USA. In the mix of things growing in the meadow like area I was in, was this plant with the brown, brush shaped end. I would say they were 6 - 8' long, or tall, with stems bent over like this one.

Ideas?

Thank you,

Brian

Compare Phragmites australis.
