My SIL in southern NJ found what she's describing as a woolly white caterpillar with black feet and was asking what it is.

If you have a picture I'd recommend Bugguide.net. If not then I think the book Caterpillars of Eastern North America by David L. Wagner is an excellent resource.
Off the top of my head I think The Yellow Bear Caterpillar is out. They have a white form as well though the feet aren't what I'd call black. |

Another starting point is Caterpillars - Lepidoptera Photo Gallery by Tom Murray at pbase.com (then click on either "Butterfly Caterpillars" or "Moth Caterpillars" where you can see large numbers of images at the same time.
