Default woolly bear life cycle question

Hi all, just in the past week, while taking out invasive grasses to make room for natives, I have unearthed 2 different woolly bears, both curled up and looking just as they do in the fall. It's been so warm here for so long now. Are these caterpillars still hibernating? When do they become Isabella Tiger Moths? Or were these caterpillars dead? (They certainly didn't look dead). I'd love to know more about their life cycle.
