I had a feeling it was a house wren. As long as you are not trying to attract bluebirds, I guess it shouldn't be an issue. I admit, I don't want one in our yard with the bluebirds, but house wrens are native birds.
I'm nowhere near water, nor do I have a wide enough field for most bluebirds to visit. I've had bird houses up for bluebirds for years and years now and nothing has ever nested in them, not even house wrens. I guess it's okay.
