Hi Jenny,
No matter where you collect, you need to obtain the permission of the property owner, whether it be private or public land. Also, never collect seeds from plants that are endangered or threatened. You can obtain lists of these plants from your state's Department of Natural Resources (or whatever it is called in Georgia). When you do collect seeds, never take more than 10% from an individual plant and try to take seeds from different plants of the same species to maintain genetic diversity. Place the seeds in paper bags and label the botanical name, date collected, and precise spot where collected.
